Magento 2.3 : How to use plugin after method for MagentoFrameworkConfigSchemaLocator.php

Here is my code which works perfectly in Magento 2.2x version but when I placed in 2.3 version and it throws me an error.
In di.xml
<?xml version="1.0"?>
<config xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xsi:noNamespaceSchemaLocation="urn:magento:framework:ObjectManager/etc/config.xsd">
<type name="MagentoFrameworkConfigSchemaLocator">
<plugin disabled="false" name="Rage_MediaAssets_Plugin_Magento_Framework_Config_SchemaLocator" sortOrder="10" type="RageMediaAssetsPluginMagentoFrameworkConfigSchemaLocator"/>
</type>
and the error as follows
The XML in file "/var/www/html/vendor/magento/module-store/etc/db_schema.xml" is invalid: Element 'schema': No matching global declaration available for the validation root.Line: 9 Verify the XML and try again.

you have to run di:compile then setup:upgrade then setup:static-content:deploy

@magefms This is an version conflict and 2.3 have schema validator and plugin after does changing the schema locator. which is why error occured. And what's the purpose of doing compilation and it does nothing .
