How to override the headers and footers of default theme using html and css?

Yes it is possible to change the header and footer



Copy the header.phtml from the below path




vendor/magento/module-theme/view/frontend/templates/html.header.phtml




and move it to your custom theme and the path be like




app/design/frontend/{Vendor}/{theme-name}/Magento_Theme/templates/html/header.phtml




similarly for footer also




app/design/frontend/{Vendor}/{theme-name}/Magento_Theme/templates/html/footer.phtml




and am hoping you have created theme by extending Magento_Luma or Magento_Blank



If not get more info about the theme creation see this



then if you want to extend while mean override any phtml or layout in the sense you could simply copy the file from vendor and put it in theme with same path like mentioned above.
