They must be Chinese. Since Japanese does not have the very first letter.
But it is easy to guess the first 4 letters stands for the workshop's ( or the name of the company which made the item ) name. ( 刀具 means blades or swords. Therefore, like in English, it would be ( "made by ABC Swords Co." ))
特殊鋼 means "alloy steel".
