You need to change the PHP version from 7.1.27
to either 7.1.3
or 7.2.0
. You can see more details on https://devdocs.magento.com/guides/v2.3/install-gde/system-requirements-tech.html.

Upgrade your PHP version to 7.1.3~7.2.0.
Because of Magento 2.3.x support only PHP version 7.1.3~7.2.0.
Mean magento version support only 7.1.3 or 7.2.0?

You need to change the PHP version from 7.1.27
